The very first phrase was "insofar he [Trump] uses it to get various strategic things settled" but not to start trade wars - it says it all. Trump uses this as a weapon to get foreign countries do his bidding. "His" in this context meaning "what is good for the US as Trump and his team understand it". Since his team includes people like Bessent, I'd assume this is quite a broad understanding among the US businessmen and economists. What exactly they want is not entirely clear to me yet but I see at least a few goals:
1. Show the world that we're serious about our economical and political demands. 2. Bring some of the business back to the US and develop the under-developed regions 3. Shift the trade balance in our favor or at least away from China
We'll see if this is going to work out as desired. The Congress attempts to block it will likely fail because they won't be able to override the veto. There is nothing impeachable in these actions and even if they figure out some way, Vance will be even stronger proponent of these actions, if anything. So, we'll have to watch this movie to the very end. I hope Trump and his team know what they are doing. So far the track record was good.
